Old issue returns where there is no means of adding a VPN config and blowing out network settings and even a restore don’t work. Apple never fully fixed this and it’s deleting privacy and network settings answer is flawed.

Apple has nothing to do with VPN, VPN service is 3rd party.

This is misinformed. All VPN configurations from all 3rd party apps are stored in a file in iOS.
