Twitter app was deleted from my phone two months ago. It has not reappeared to the Home Screen but it has reappeared in the App Library. How does this happen? I have not downloaded the app from the App Store since it was deleted?

When you thought you deleted the app you only removed it from the Home screen. Apps remain in the App Library until you delete them completely. When you go to delete an app you should see this:
If Delete App doesn’t appear as a choice (as it may not have in your case), and if you have Screen Time enabled, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases and change Deleting Apps to Allow.
Then try deleting the app again.

No. The app was never deleted from your phone. Delete it from the App Library. It will then be removed.
You cannot delete items from your purchase history, only hide previous purchases. Anything previously purchased will be available to download again through the App Store.
You never deleted the app, just its icon on the Home Screen. The app is available in your library (or for download if it has been offloaded).
It’s didn’t reappear, it never left. You can have the icon on any number of screens, those just point to the app.
Thanks for the response, how do I completely delete it so that it is out of the library and doesn’t show up anywhere ever on my phone?
How could it reappear there if it had been deleted, and not redownloaded from the App Store?
So are you saying the icon can just show up there randomly anytime? If so, how can you completely delete the app from your App Store history or iCloud so that it never shows up again?
