Hello,

Start here:

If Face ID isn't working on your iPhone X or later

If Face ID is disabled on your iPhone X or later

However, it is possible that you have water damage. See this:

About splash, water, and dust resistance of iPhone 7 and later

Water and other liquid damage to iPhone or iPod isn't covered by warranty
