Has anyone seen if the App Library can be customized by the user? Would be great for eliminating Home Screen but current setup limits creativity on how individuals use Apps.
I wouldn't mind dumping the old style if I could use the new library with my own orginazation. Some apps I have are only on their for a specific hobby. Would be great to organize so I did not have to look in multiple folders.

Look at Focus, then.
Here is what is currently available:
Use Focus on your iPhone, iPad, or iPod touch - Apple Support
Focus was also discussed at WWDC with the iOS beta, so there might be more options arriving later this year.
(I would not run the beta on any device you need to work, with any data you need, nor with any iCloud data you need to be available and uncorrupted.)
Customizable? No.
The customizations are all the screens in front of the app library.
