What exactly are you trying to do? Does the Apple Watch have someone else's Apple ID on it? Was this a Watch you purchased from a 3rd party? If so, then you have encountered Activation Lock. The only person that can remove that Apple ID is the owner that put it on there.
If you are referring to something else, then please clearly explain your issue.
