They split the functions of the Mac version of the iTunes application up in Catalina. Otherwise, it's not true.

Yes. On a Mac running Catalina or newer, it's done in the Finder.

It'll leave it on the PC.

Also, I'm a bit of a contrarian, and would prefer not to back up anything to anyone's cloud. I know, give me grief. Now, putting that aside, is it possible to back up an iPhone to my PC using iTunes and have the backed up data, etc. stay on the PC without iTunes kicking in and automatically sending everything to the cloud? If so, what settings to I need to set, and I suppose I need to perform the backup while not connected to WiFi... Will iTunes connect to the cloud and send my stuff "up" there any time I turn on iTunes when connected to wifi?
So, for backup, iTunes is still an option?
Sorry - ....What settings DO I need to set.....?
Back it up to iTunes normally.

Thank you. OK, just to make sure I understand. Will "backing up to itunes normall" send my stuff to the cloud or leave it on the PC, and do I need to staff off of wifi during the process?
Thank you very much. You seem more knowledgeable than the Apple Support chat person. Or, at least I like your answer better. Thank you for your help.
