iTune Backup Encryption Stuck Always On. Don't need old backups. Can't move forward.

Cannot unselect Encryption in iTunes. Apple Advise - Reset the iPad Settings. Did that. Wish they thought my time was at least half as valuable as they believe theirs. Nope. Allows new Backup but Restore still asks for old password. It's not the current sign in passcode, could it be asking for an old sign in passcode?, Option - Apple's fix "reset setting" allows new backups but they requires old passcode to restore. FYI I have access to a wide variety of my old Mac, iTune, PC and iPads. No iCloud, please.
