Hacked iPhone won't allow me to access any recovery contact

what happens when my psycho ex hacked in to my phone and wont allow me to access any recovery contact even after i have logged in from a laptop and not the phone and have had access to my icloud but it still wont allow me to recover any contacts that i may so choose and wont be able to if i dont beat him at this somehow please help
