How to locate stolen iPhone?

Hello i need help on locating a device that is stolen. Find my location is turned off from that device. Is there any way that we can turn it on by using icloud or any other method.

her iphone 11 has been stolen

No. FindMy must be enabled on the device for the service to work. It cannot be turned on remotely.
