Does anyone know why this is happening and how to fix it? Idk when this started

Looks like Zoom is ON?
Go to Settings -> Accessibility -> Zoom -> turn it Off.
Try this -> Tap with your three fingers on the screen and slide the screen until you can tap Settings and further.

Try to optimize the range of the mobile network, see this Apple article:

Low Power Mode is On.
Charge the iPhone & wait until the battery is fully charged (100%).
The Low Power Mode will turned off automatically.
(last screenshot) Looks like that is not the App Library, but the Today view & all your widgets.
Also sorry I didn't make this clear on the first reply but I meant that I also realized that the "Today view & all your widgets" also has the same problem as the App Library.

Try to do a Force restart iPhone -> Force restart iPhone – Apple Support (UK)
I checked the settings and it said zoom was already off :(
I also tried turning it on and off it still is like this.
By the way, this is only the app library that looks likes this. If i swipe to another area it is fine. Oh yea I also just found out that whatever this is also looks like this. The other places are fine though
Thanks for trying to help, but when I charged my phone and the Wifi was good but it still is the same. Also sorry I didn't make this clear on the first reply but I meant that I also realized that the "Today view & all your widgets" also has the same problem as the App Library.

I just tried normally shutting it down and opening it back up and it worked. TYSM for ur help
