iPhone 13 Pro not pairing with Apple Watch 3?

I activated an iPhone 13 Pro yesterday (upgrade from iPhone 12 Pro). I just found that my Apple Watch 3 did not synch a workout.

I restarted both devices. Also turned Bluetooth off and on in both devices. Watch app on the iPhone 13 Pro immediately goes to Set Up Apple Watch function, but of course there is no QR on the watch, just my usual watch face showing the time.

Bluetooth setting on phone shows as being Discoverable. Bluetooth setting on Watch is stuck on a spinning Searching circle.

But the watch shows temperature on the watch face, can see items in apps like Messages, displays a current Mail message and shows the current stock market level, changing as the market rises.

How do I get the phone to fully connect and synch??!
