I just purchased a new Apple watch series 7 and It wont turn on

Is it normal for a newly purchased apple watch to be completely dead and wont turn on? I have had it on charger for 30 minutes and it is the same.

Apple Watch series 6 Just bought a new Apple Watch series 6. Took it out of the box and it won’t turn on. I was holding down the button for a couple minutes. The watch is now on the charger and still will not turn on.
