Why is secd using 100% CPU?

Every other week or so, process secd goes to 100% CPU usage and won't stop. This is correlated with my Keychain app hanging up. I can kill secd and Keychain but secd always restarts and maxes to 100% CPU usage. I've tried some of the other solutions on here like logging out of iCloud and then back in; while that works it's a pain to have to resync things each time. And then two weeks later or so the secd 100% CPU usage problem resurfaces. For reference I'm working on both a laptop and desktop system with iCloud keychain.

The current stable release of Catalina is macOS 10.15.7 (19H1922) May 16, 2022 — I would start there.
