I forgot my iCloud password and I can’t get the code because the number I used is the phone that’s locked, what’s another way to change the password or the number ?

Get the Phone Number Changed:

Contact Apple Support:

Ask the Apple Rep to modify it over the phone. If permitted to do so, then inform to modify the Phone Number associated to your Apple Account, to what it should be. Important: Perform a Trial & Error login session with the Apple Rep prior to ending the phone call.

You might have to add a new trusted number or reset Apple ID password see a thread How to find my phone - Apple Community

Once apple id password is reset you have not mentioned how is the iPhone locked if its with iPhone passcode see the article If you forgot your iPhone passcode - Apple Support

Note : Apple ID address is essential to perform the steps ( you don't need to change the trusted number as its verified in the iCloud account and device is in your possession ) .
