Cant change country/origin of my apple id
I have 0.08$ on my apple id credit which I can’t use it to purchase anything nor I can change my country.
i need to cancel that 0.08$ from my apple id credit.

if you have any subscription or remaining itune balance , you cannot change region.
if you can't use all of your balance contact Apple Support and ask them to clear your balance.
