Why can I see connect services like prime and HBO on the Apple TV app on my iPhone but I can’t get them to show on the Apple TV app on my samsung tv??

The Apple TV app on your Samsung is a standalone app and cannot connect with other apps. You can only access content contained in the app (purchases and Apple TV channels). You would need to use an Apple TV box in order to have that function on your TV.
