Here's error code 9 as addressed by Apple: If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support
However, if you are talking about software updates, your iPhone can't install updates if the update was not previously downloaded while connected to cellular service or WiFi.
