Hi Mathew Arnold,

Welcome to the Apple Community.

In Safari 15.5 on my MacBook Pro:

When the sidebar is closed, the "New Tab Groups" button is hidden.

If the sidebar is open, the "New tabs Group" button becomes visible.

If you find "New Tabs Group" button is missing in both scenarios:

With Safari open, try going to "View" in the top menu, and choose "Customise Toolbar".

You can likely "Drag" the default set of buttons into the toolbar, and restore the "New Tab Groups" button.
