iPhone 11 Pro Not Activating

I bought my daughter an iPhone 11 Pro and struggled to activate it, it did not activate over 4G or Wifi but after about 8/10 attempts I managed on my MacBook.

Then after an IOS update and after the restart the phone booted back up but with no signal and under 'Mobile Data' it just says error. Go into mobile data and it says "An update is required to use mobile data on this iPhone" tried everything I can think of:-

1. Open the Settings app.
2. Tap General.
3. Tap Software Update.
4. If an update is available, tap the Download and Install button.
5. Enter your passcode to confirm.

Has anybody seen anything like this before?
