It can’t. This means it was sold before and returned, or is stolen and you got scammed. Obviously you didn’t buy it directly from Apple. Take it back to whomever you bought it from and ask for a refund.

Take it back to where you bought it from and tell them either to unlock it, replace it or refund your money. Don't waste time trying to bypass the lock: you won't.

If somebody returned the watch and didn't unpair it properly then it will have an actvation lock on it,only the person that put the lock on can remove it.
