How do I get apple wallet to accept the scan of drivers license

i am trying to add my drivers license to Apple Wallet. The screen offers two states in which I do not live. I scanned my Idaho license and it took the front but refuses to scan the back, as requested. Help.

Currently those are the only two states that have authorized used of Apple Wallet for their drivers license. Idaho has not yet approved it.
