reset security questions

I know my username and password.

When entering the site (https://appleid.apple.com/) after entering the login and password, they require an answer to a security question.

I forgot the answers to my Apple ID security questions.

I can't reset or upgrade my security questions from iforgot.apple.com:

Cannot Reset Security Questions

We don’t have sufficient information to reset your security questions.

What should I do?
