Focus

When I use Custom to create a new focus, there is always one person and three notations added automatically. Why is this happening?

The default for Custom begins with Allow and it picks a contact from your list of favourites (VIP) to enable you to understand the options available to you.

You are free to tap "Allow None"

why can't i add a new custom focus I'm trying to add a new custom focus but don't see an add button on the Focus section of settings. I was able to create new custom focus modes before. The same problem happens on my other apple devices using the same iCloud account. What is causing this issue?
