My daughter had trouble completing the data transfer from her iPhone 8 to her new iPhone 12. Most of the data transferred but, she can not text and make calls fully. Any suggestions?

Did she move the SIM?
Alternatively - depending on the carrier - she can possibly contact her carrier and have her eSIM profile provisioned “Over the Air” (OTA).
