After iPhone 6s upgrade to ios 15.5 can't activate

Hello, I've upgraded my iPhone 6s to ios 15.5 and it can't activate now. It say "Unable to activate, An update is required to activate your iPhone". My Macbook is running latest OS version, no updates offered. Tried several times, restarting iPhone. Can you please help ? Thank you
