Are you asking about the iPhone’s Wallet app or your payment method for iTunes & App Store?
For iTunes & App Store you must have a payment method if you have any subscriptions or apps with built in purchases. See→Change, add, or remove Apple ID payment methods - Apple Support and→If you can't choose None when you edit your Apple ID payment information - Apple Support
