Can backup to (new) external drive - says disk nearly full

I just got a new seagate 5TB drive, but time machine won't use it complaining that it is nearly full. Tried completely reformatting as mac os journaled. No joy. What is wrong?

And Time Machine Backup Utility will what to Control the Entire Drive.

Further suggest formatting the Entire Drive to the APFS / GUID Format.
