Are you referring to a Transit Access Pass (TAP) Smart Card in Los Angeles? If so their website here: TAP App FAQs states "How can I cancel a TAP card in my TAP account?
Call TAP Customer Service at 866.827.8646. Give the agent your TAP card number and they will assist you to cancel your card."
Once you contact them regarding the possibility of a refund, you can remove the card with the steps here: Remove passes from Apple Wallet

- Tap the pass that you want to remove.
