Hi, I want to use my old Iphone 5 with IOS 10.3.4. Is there any navigation app in the appstore that still works with 10.3.4 and allows to download maps for offline navigation?

Not that I can see. So, contact the Developer, asking them if they have this as an option for you. You'll find there Contact Us information in the app's site of the App Store.
