Connected to a WiFi network. Phone can't do iCloud PHOTO update. I'm running out of phone memory. I have purchased storage, but iCloud photos won't move

45 GB System Data + 9 GB iOS data I just got a new iPhone 13 mini 128gb and I’m trying to transfer my data over but I’m maxed out because it’s trying to download every photo I have, and there’s also 45 GB of System Data. Does anyone know how to stop your photos from downloading? and does anyone know why a 128 GB phone has half that storage taken up with IOS and system data on the first day?

Why has my “photos” storage turned into “other” storage?? I had around 30-40 gb of photos, and 10 gb of “other”. Recently, my “other” data had been rising, but it just got worse. I ran out of storage on my iPhone, and my photos went down to 1gb, and “other”/“system storage” went up to 50 gb. I bought more iCloud space thinking I could transfer photos to it, but I couldn’t. I can’t transfer photos to iCloud, and I also can’t delete photos. It sounds like my photos got moved to the system data, and I cannot interact with them. I have an iPhone xs, on iOS 16. Any help would be appreciated.

What if operating system takes up over half of my storage so that I am unable to save photos and have only two or three operational apps? I’m trying to hang on to my elderly SE, but it has no storage capacity even though I’ve bought into iCloud. The operating system takes up over half of the phone’s storage, so I am unable to store more than a few photos. Is this weird or normal?
