Apple activation unlock

I found an old iPhone 4 and was looking to use it just for fun but when I finally turned it on it had an iCloud activation lock on it and I cannot unlock the phone now because I do not know the iCloud account of the phone because I randomly found this phone in my house, if I take it to an apple store will they open the phone for me? Or can they even do that?
