Dead-pixels cannot be fixed by any way other than a complete screen replacement.
If your iPad is new - purchased directly from Apple and within its 14-day unconditional returns period - you would be best advised to immediately return the iPad for exchange.
If your iPad is beyond Apple’s 14-day unconditional returns period, but within its one-year limited warranty, you might choose to make a warranty claim. Be aware that LCD-screens when assessed for dead-pixels are “scored” according to the number, position and colour of any dead pixels - so as to provide a consistent approach to assessment of screen defects. The scoring system is an industry standard - and is used by most (if not all) manufacturers.
Be aware that a dead single pixel, on its own, might not be classified as a qualifying defect for a warranty claim.
You would be best advised to visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to assess your iPad - and you’ll be able to discuss your available options:
