Why can’t iphone show seconds on lock screen?
Why is it so hard for apple to allow seconds to be shown on the lock screen? Why don’t they allow 2nd party apps to provide it?

Power. The display switches into lower-intensity, and lower-powered, and less-touch-sensitive operation, and with the display refreshed once a minute.
It wasn’t that long ago that the display blanked.

I understand. However, you may access the Today View from your Lock Screen (if you grant permission at Settings > [Touch/Face] ID & Passcode) and you may see the widget there.
You can see seconds if you wish. Simply add a click widget to the Today View.
