It isn’t giving me the option to change storage plan…? I need help it keeps charging my Card $8.99

iCloud storage plans in the U.S. are 99¢, $2.99, and $9.99. None of them are $8.99.
If you meant one of the above amounts and you can't change the plan, see the following from Downgrade or cancel your iCloud+ plan - Apple Support
If you can't tap Done, make sure that you're signed in with the same Apple ID that you use for your iCloud+ plan. You can also try following these steps on a different device. If you still need help, contact Apple Support.
