Legacy Contact - how do I create one online (not on iPhone) for my iCloud account?

I have instructions from a Wall Street Journal article about how to create a Legacy Contact (who gets access to my iCloud after I die). Everyone should do this. However, I only have a Mac, not an iPhone. I can't seem to use the iPhone instructions and would appreciate instructions on the Mac.
