Do I or should I set up VPN configuration on my phone? Also, who is considered “device manager “ of my phone if I didn’t assign one but the thing is my Apple 13 phone & service was a Christmas gift from someone else

That is irrelevant. If it’s your iPhone, there is no device manager.
