I deleted some tracks from my iTunes account previously and have recently tried to re-download them. However, they’re not showing up in the Purchased tab of iTunes. Is it possible to permanently delete items from an iTunes account?

Even if you delete a purchased item from your library, it would still be visible in your purchase history unless it is hidden. if you need to unhide something, see here:

Also, the ability to re-download is only possible for tracks that are still available in the Store. For more details, see in here:
