Did you have VPN on your XR, and did you transfer content from the XR to the 13? If both are true delete the VPN app and profile from the 13 and see if that fixes it.

When you install VPN on any device it is customized for the network stack on that device. If you just restore the VPN to a new device the settings no longer are compatible with the device. So any time you move to a new device delete the VPN, then reinstall it.
