Adding a debit card to my child’s account

I got a Greenlight card for my daughter(she is 10). And it will not let me add it to her account. It keeps saying ‘Cannot add card: Payments are not supported for this account’ or trying to do it directly from the Greenlight app it says ‘This region setting for this device can not be used with Apple Pay.’

Please help!
