Account Disabled in App Store

I'm trying to setup a new iPhone, but I receive this message; "Your account has been disabled in the App Store and iTunes". How can I enable the account?

iPhone 13, iOS 15

You can't do that yourself. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
