Try a force restart- hold down the side button and the Digital Crown at the same time for at least ten seconds, until the Apple logo appears.


You might try turning off Hold To Auto Call if you find the buttons are accidentally pressed. While you stated that no buttons were pressed, it's possible something happens to be pressing it. Go to Watch > My Watch > General > Emergency SOS and toggle off Hold To Auto Call.


If the issue persists, contact Apple Support - Apple Watch - Official Apple Support


Side note- if, in the event you do call 911, and you can't end the call before it connects- DO NOT HANG UP! If you do, emergency services are obligated to track you down to verify the crisis. Instead, simply explain that it was a false alarm.
