My son has an iPhone 13 pro max on ATT. He can send gifs with no issue but can’t receive them. He would not know they have even been sent if it were not for the fact that they come through in his watch. Even if you send text along with the gif in a message neither show up on his phone. Does not seem to matter if the gif is sent from an Apple or Android phone neither come through. I found another thread on this same issue but it went stale.

Is your son using iMessage? If not, go to Settings > Messages and make sure MMS Messaging is enabled. Test again if not and see if the issue is resolved.
If this is enabled, turn it off, restart his iPhone, then turn it back on, and test again.
If he does use iMessage, turn iMessage off, restart, then turn it back on, and see if the issue is resolved.

I do have parental controls on my sons phone what specific settings could/would impact the ability to receive gifs? He gets them on his watch which makes me think it would not be a setting of this nature.
Everything else you mentioned I do have enabled on his phone.
