Ensure that all of your Apple devices are signed-in to iCloud with the same AppleID account. You can the enable all the iCloud services that your wish to synchronise:

Settings > [Your Name / AppleID] > iCloud - enable services and Apps as required

They are one account…. Not two. If you’re using separate accounts, you’re doing it wrong.
