Go to Settings/General/iPhone Storage and see how much space your photos and videos are taking up.
Do you have Optimized iPhone Storage enabled?
And what did Settings/General/iPhone Storage show for photos?
Try to restart the iPhone.
The iPhone 13 Pro storage 128GB or 256GB or 512 GB.
iCloud storage with subscription -> 50 GB, or 200 GB or 2 TB.
If you turn on iCloud, you get 5 GB free iCloud storage.
Depending on how much GB your photos are.

Photos in iPhone storage is 9.66GB
That sounds like you have Optimize Photo Storage enabled; 4,000 photos should take more than twice that and up to 4 times that.
Should i disable optimized photo storage?

No, it just explains why it appears that there isn’t enough iCloud when there is so much free space on the phone. I agree you shouldn’t be having a problem, and I don’t have a solution. Are you syncing other devices to the same iCloud?
