Your Apple Titanium Card is primarily an electronic payment card associated with your AppleID, ApplePay and your iPhone - your iPhone having the necessary NFC Payment hardware to make contactless PoS (Point of Sale) payments. The physical Titanium Card is a physical backup for use where contactless ApplePay payments are not accepted.
While iPad can participate in online ApplePay payments for a registered Credit Card, an iPad lacks NFC hardware and has no capability to make contactless payments. This impacts the Apple Card activation process.
