Printing a picture of my vax card, I do not want it enlarged to the full printer page and expanded to use all the ink

I need to print a copy of my vax card and my insurance card for a camp registration. I can take a picture of the card on a big white sheet of paper, but this seems wasteful. How do I print a photo 3x4 on a 8x11 paper? This might be called "shrinking" or "not expanded" or "actual size". In any case, there doesn't seem to be a way to do it, from Photos or anyplace else.
