I cloud storage payment
I used my Pay Pal account to pay for additional Icloud storage for my sons phone. How do I get it so he can't make purchases from his phone on my Pay Pal account? He just accidentally bough something from a game.

You cannot. iCloud storage, like all Apple purchases made on a device, are tied to the payment linked to the AppleID in use on that device. Once a payment is linked to the AppleID it can be used for any purchase.
Either he needs his own payment method to use with his own AppleID. Or you need to subscribe to iCloud+ and set up family sharing to share an iCloud subscription that you pay for.
