Block phone number on teen phone

How can I block certain phone numbers on my preteens phone, without them being able to still unblock it?

iPhone 11 Pro Max, iOS 15

Did you read through the information in the Related Article? You can block the number and make sure that the password that you use for parental controls on the child's phone is not something they know or could guess.
