I was charged 39.99 for a program that I didn’t order and it sight says if you have a iOS Phone you have to get your refund from apple. I did not get it from apple and apple doesn’t show that I did O do not know what to do

Check with your financial provider and see which entity made the charge; where the charge came from.
Apple-initiated billing will show up as Apple.
If you do not see the purchase in your list of Apple purchases and subscriptions, then somebody likely has your credit card information, and is making fraudulent charges.
If this is not charged to one of your Apple IDs (check all of your Apple IDs with that credit card associated), you will want to discuss and dispute this charge with your financial provider.
