Does your Home screen have 3 pages? The dots probably show which page you are on. You can put your finger on the dots and slide to change pages quickly.
Without seeing them there’s no way to answer your question. Where do you see little white dots? Can you post a screen shot?
Can you provide a screenshot of this to help determine what it is that you are seeing? Remember, to block any personal information in the photo.
